		<description>Well CSS is generally the preferred approach from an accessibility viewpoint as it's strictly concerned with presentation and doesn't interfere with the logical structure of the markup. How well it transforms when turned off depends on how well the underlying HTML is written.

I guess it could be argued that a form is tabular data, but I wouldn't be of that opinion myself.</description>
